Passed    Motion To: WHEREAS, Ottawa’s special events and festivals industry is vibrant, active and a significant contributor to the economic, social, cultural and religious fabric in Ottawa; and WHEREAS “special events” is broadly defined by the Special Events By-laws to include “a fair or festival, or a social, recreational, educational, community or similar event” and would include sports events and races; and WHEREAS, it is estimated that special events contribute millions of dollars to the local economy and employ hundreds of people; and WHEREAS, many special events have adopted sustainable practices, to reduce their carbon footprint, to use environmentally friendly products and to reduce waste; and WHEREAS the public has come to expect recycling and organics collection in public spaces and at special events; and WHEREAS outdoor special events with an expected attendance of at least 500 participants at a given time are encouraged, but not required, to collect recyclable materials and organic waste; and WHEREAS waste from special events that do not recycle or divert organic materials is ultimately sent to landfill facilities with finite and shrinking capacity; and WHEREAS the Ministry of Environment and Climate Change issued a Food and Organic Waste Framework on November 16, 2017, which will require all organics be removed from the landfill by 2023; and WHEREAS as part of the Source Separated Organics Program Update (ACS2018-PWE-GEN-0003) in March 2018, staff indicated they would be working on a plan to address the provincial changes, which will include public and stakeholder consultations, to achieve the 2023 goal for no organics in the landfill; WHEREAS the implementation of any provincial requirements may impose significant cost implications to special events; and WHEREAS many special events would require budget augmentation to address a recycling and organics requirements and the budget planning cycle takes one year at a minimum, which may include grant applications and sponsorship agreements; THEREFORE, BE IT RESOLVED THAT Council direct that: 1. Emergency and Protective Services include the Special Events on Public and Private Property By-law (2013-202) for consideration, as soon as possible, as part of the next Term of Council's By-law Review Work Plan; and 2. Staff include recycling and organic waste collection in the scope of the review for the Special Events on Public and Private Property By-law (2013-202); and 3. Event Central, in partnership with Public Works and Environmental Services and Recreation, Cultural and Facility Services departments, continue to engage with special event organizers to determine what resources may be available to support special events with waste collection, with the aim of having recycling in place in all large special events during the 2020 festival season; and 4. City staff continue to work with special event organizers, including but not limited to the Ottawa Festivals Network, the Ottawa Music Industry Coalition, Ottawa Tourism and their respective members to raise awareness, educate and encourage the adoption of waste management best practices throughout the special events community.
