COMMITTEE RECOMMENDATIONS
That Council:
1. Approve an extension to the existing Municipal Capital Facilities Agreement to the earliest of May 31, 2018;
2. Direct the General Manager, Recreation, Cultural and Facility Services to report back to the Finance and Economic Development Committee and Council with a report to further extend the agreement; and
3. Authorize the City Clerk and Solicitor to forward any required by-law to Council.

3. autorise le greffier municipal et avocat général à communiquer tout règlement municipal nécessaire au Conseil.

BACKGROUND
The Finance and Economic Development Committee, at its meeting of 3 April 2018, approved the following motion to add to the agenda pursuant to 89(3) of the Procedures By-law (being By-law no. 2016-377):
That the Rules of Procedure be suspended, due to timelines with respect to the Diefenbunker Museum at 3929 Carp Road, to consider the following motion:
WHEREAS on October 20, 1998, the former Township of West Carleton approved a Municipal Capital Facilities Agreement and an associated by-law for the Diefenbunker Museum at 3929 Carp Road and declared the museum to be for the purposes of the municipality and for public use; and
WHEREAS the designation of a cultural facility under the Municipal Capital Facilities Regulation 603/06 requires the municipality to own or agree to purchase or own on reversion the facility including the land, and
WHEREAS as part of the approval of the 1998 Municipal Capital Facilities Agreement, the City of Ottawa’s option to purchase the land and the associated Municipal Capital Facilities Agreement for the site was set to expire on May 1, 2018; and
WHEREAS the not-for-profit owners of the property wish to extend the Municipal Capital Facilities Agreement with the City of Ottawa for an additional twenty years;
THEREFORE BE IT RESOLVED THAT the Finance and Economic Development Committee recommend that Council:
1. Approve an extension to the existing Municipal Capital Facilities Agreement to the earliest of May 31, 2018;
2. Direct the General Manager, Recreation, Cultural and Facility Services to report back to the Finance and Economic Development Committee and Council with a report to further extend the agreement; and
3. Authorize the City Clerk and Solicitor to forward any required by-law to Council.
DISCUSSION
This item was introduced at the Finance and Economic Development Committee meeting of 3 April 2018 and carried with the support of all Committee members.
