SUBJECT: Heritage Permits issued through Delegated Authority 2016

That the Built Heritage Sub-Committee recommend that Planning Committee receive the following report for information.
RECOMMANDATION DU RAPPORT
Que le Sous-comité du patrimoine bâti recommande au Comité de l’urbanisme de prendre connaissance du présent rapport.
On July 8, 2015, City Council approved the recommendations included in report number ACS2015-PAI-PGM-0094 which delegated authority under the Ontario Heritage Act for certain types of applications to the General Manager, Planning and Growth Management Department (Planning, Infrastructure and Economic Development). An updated version of the proposed delegated authority under the Ontario Heritage Act included in report ACS2016-PIE-PGM-0165 was approved by Council on September 28, 2016.
Section 4 (4) of the Delegated Authority Process approved by Council requires an annual information report on the permits issued through delegated authority in accordance with the City of Ottawa Delegation of Powers Policy. This report has been prepared to provide information on permits issued through delegated authority in 2016.
From January 1, 2016 to December 31, 2016, 67 permits were issued under Parts IV and V of the Ontario Heritage Act authorizing a variety of alterations ranging from window replacement to additions that meet the criteria approved by Council. An additional 32 heritage permits were issued as part of the City of Ottawa Heritage Grant Program for Building Restoration.
The process has improved client service by providing a formal application process for all alterations to designated buildings. The average timeline for the issuance of a permit is 13 days from the date of application with many smaller applications taking only two to three days for issuance.
A complete list of permits issued through delegated authority is attached as Document 1 to this report.
The following heritage permits were issued for designated properties in the rural area:
• 5897 Fernbank Road
• 3929 Carp Road (grant program)
• 3229 Diamondview Road (grant program)
There was no consultation for this report.
