Passed    Motion To: BE IT RESOLVED THAT the Rules of Procedure be waived due to timelines, to allow staff sufficient time for advance promotion of the 2 for 1 access to facilities prior to National Health and Fitness Day. WHEREAS the participation rates of Canadians engaging in healthy physical activities has declined, while inactivity and obesity continues to rise in Canada; and WHEREAS health and fitness ought to be promoted and embraced by Canadians of all ages and abilities; and WHEREAS many Canadian cities have taken up the challenge of encouraging and promoting physical activity, including Calgary, Saskatoon, Montréal and Victoria; and WHEREAS the City of Ottawa promotes active and healthy living through a number of initiatives, including: an annual “Try It” campaign for City recreation programs, a series of “I Love to” programs to promote swimming, skating, soccer and other sports, and the Healthy Eating, Active Living Strategy (HEAL); and WHEREAS the City of Ottawa Departments (Ottawa Public Health, Recreation, Cultural and Facility Services Department and others) work together on improving the access to physical activity for the residents; and WHEREAS the Recreation, Cultural and Facility Services Department offers a multitude of recreation and leisure programming that promote health, physical activity and fitness; and WHEREAS offering a small incentive to residents to embrace fitness by providing 2 for 1 public swimming at all 20 City-operated swimming pools and 2 for 1 at all 17 City-operated weight and cardio rooms in recognition of the 2017 National Health and Fitness Day, would cost the City an estimated $1100 in foregone revenues, which staff has advised can be absorbed within existing budgets; THEREFORE BE IT RESOLVED that City Council declare June 3, 2017 to be National Health & Fitness day in Ottawa; and BE IT FURTHER RESOLVED that City Council approve that the City offer 2 for 1 public swimming at all 20 City-operated swimming pools and 2 for 1 admission to all 17 City-operated weight and cardio rooms on June 3, 2017, in recognition of the 2017 National Health and Fitness Day.

Passed    Motion To: WHEREAS there is an upcoming closing date with respect to an agreement of purchase and sale for a parcel of land at 4174(4198) Walter Bradley Road; THEREFORE BE IT RESOLVED THAT the Rules of Procedure be waived to permit the introduction of the following motion: WHEREAS the Committee of Adjustment on February 10, 2017 granted a consent to sever in respect of a surplus farm dwelling for the property known as 4174 (4198) Walter Bradley Road; and WHEREAS a condition of this consent was that the severed parcel be rezoned to prohibit residential uses; and WHEREAS the rezoning is subject to a circulation period that ends after the next meeting of Agriculture and Rural Affairs Committee; and WHEREAS the property is subject to an agreement of purchase and sale providing for a closing prior to the June meeting of Agriculture and Rural Affairs Committee; and WHEREAS Agriculture and Rural Affairs Committee is specifically delegated to hold public meetings for site specific rezonings in the rural area; and WHEREAS the Chair of Planning Committee has indicated that she has no objection to Planning Committee being delegated the authority to hold the public meeting for the rezoning in this case; THEREFORE BE IT RESOLVED that Planning Committee, rather than Agriculture and Rural Affairs Committee be delegated the authority to hold the public meeting for the rezoning application in respect of 4174 (4198) Walter Bradley Road, City File D02-02-17-0024.
