1.         That Planning Committee recommend Council approve an amendment to Zoning By-law 2008-250 for 809 Richmond Road to permit a 24-storey mixed-use building, as detailed in Document 2.

a.         an amendment to the Official Plan, Volume 2a, South Nepean Secondary Plan, South Nepean Area 8, by incorporating site specific policies for Parts of 4005 and 4025 Strandherd Drive relating to residential building height, commercial uses, sidewalks and parks, as detailed in Document 2; and
b.        an amendment to the Zoning By-law 2008-250 for parts of 4005 and 4025 Strandherd Drive, rezoning the property to an Open Space zone, a Local Commercial zone and two different Residential zones in order to permit the development of a low-rise residential subdivision including a small local commercial block, as detailed in Document 3.

a.         approve an amendment to the Official Plan by designating 3490 Innes Road as General Urban Area and Arterial Mainstreet as detailed in Document 2, and
b.        repeal a portion of the General Urban Area and Arterial Mainstreet designations in Schedule E12 of Official Plan Amendment 180 adopted pursuant to By-law 2017-19, as they apply to 3490 Innes Road and as shown in Schedule 1 of the proposed Official Plan Amendment in Document2.

That the Planning Committee recommend Council:
1.         approve the Mer Bleue Urban Expansion Area Community Design Plan attached as Document 2, which has been submitted under separate cover;
2.         approve Official Plan Amendment No. 192 of the City of Ottawa Official Plan, including the Mer Bleue Urban Expansion Area Secondary Plan attached as Document 3; and
3.         confirm that the General Manager, Planning, Infrastructure and Economic Development, be delegated authority to give final approval of the Master Servicing Study, Environmental Management Plan and Financial Implementation Plan as set out in the Mer Bleue Urban Expansion Area Secondary Plan (Document 3).

AIRPORT AND AIRCRAFT NOISE: OFFICIAL PLAN, ZONING AND ENVIRONMENTAL NOISE CONTROL GUIDELINES

That Planning Committee recommend Council approve amendments to:
1.         Annex 10 of the Official Plan to replace the existing 35 Noise Exposure Forecast / Noise Exposure Projection contour with a new composite 35 Noise Exposure Forecast /Noise Exposure Projection composite noise contour as illustrated in Document 1;
2.         Section 4.8.6 of Volume 1 of the Official Plan, as detailed in Document 2;
3.         Section 70 and Schedule 6 of the Zoning Bylaw, as detailed in Document 3; and
4.         The Environmental Noise Control Guidelines as detailed in Document 4.



11.

DRAFT MINISTER’S DECISION AND PROPOSED MODIFICATIONS – OFFICIAL PLAN AMENDMENT 180

That Planning Committee recommend that Council support the proposed modifications 1-9 and 11 (attached as Document 1) but that Council not support modification 10 and request that the Minister reconsider this change before approving Official Plan Amendment 180.
