This Item will not rise to Council unless delegated authority is lifted.

 

That the Transit Commission:

 

1.         Receive the 2018 Q1 Status Report for information;

 

2.         Adjust the 2018 Operating Budget as detailed in the report; and

 

3.         Delegate authority to the City Treasurer to pay any severances from the Transit Reserve and report back on the final cost as part of the year-end Disposition Report.

The following items are to be considered In-Camera pursuant to the Procedure By-law 2016-377, Subsections 13.(1)(d) labour relations or employee negotiations  and 13.(1)(f) the receiving of advice that is subject to solicitor-client privilege, including communications necessary for that purpose.
As the content of the In-Camera presentation to the Commission regarding the collective bargaining mandate for negotiations with the Canadian Union of Public Employees, Local 5500 and Update on Labour Matters relating to the Bus-Rail Transition contains information pertaining to the City’s labour relations and bargaining approach and the background on negotiations, the release of which could prejudice the City’s legal and bargaining position in respect of these labour negotiations, the material falls within the exceptions contemplated by subsections 13(1)(d) and 13(1)(f) of City Council’s Procedure By-law, and is also exempt from disclosure pursuant to subsections 6(1)(b) and 52(3) of the Municipal Freedom of Information and Protection of Privacy Act.  As such these matters will not be reported out.
